Roughly 80 percent of Wisconsin drivers wear seat belts. Apparently the rate in Michigan is almost 100 percent. Weird. I will note, however, that the increase in seat belt use is often overlooked when people examine the trends in road accidents since the 21 drinking age went into effect 25 years ago.
