So I was wondering what legal grounds the ALRC has to ban problem drinkers from buying booze.

As Mike Verveer said, the term the state uses does not exactly conform to 21st century standards of political correctness. But it gets the point across just fine.
The city tells them they can't buy booze and the feds tell them they have to buy health insurance. Both are supposed to save hospital costs.
