Policymakers and scientists see uncertainty in different ways. For policymakers, uncertainty is often the inability to control outcomes. Uncertainty can also create vulnerability, allowing powerful interest groups to manipulate public uncertainty for private gain. For scientists, uncertainty is the frontier of discovery. Breakthroughs and new technologies often arrive from the open, creative exploration of uncertainty.
