UP: Dennis Strong. The former patient at Mendota Mental Health Institute will get $162,000 - and an apology - from the state of Wisconsin in a settlement. Strong had sued the state, saying a female caregiver at Mendota had an improper romantic relationship with him. He says that after the relationship was discovered, Mendota staff unfairly moved him to a maximum-security unit and discouraged him from talking to a lawyer about it.
DOWN: Air quality. The Environmental Protection Agency says Madison, Milwaukee and Green Bay fail to meet new air-quality standards. The EPA says Dane County has unacceptable levels of fine particulate matter in the air, caused by coal-fired power plants and diesel engines, and will have to develop a plan to reduce pollution.
