DOWN: Madison schools. With the state budget finalized, the Madison school district finally learns the full damage, and the picture isn't pretty. It will get $6.7 million less in state aid than last year, a 13.5% drop from $50 million. The district isn't alone, as 410 of the state's 424 school districts saw a drop in state aid.
