UP: St. Mary's. The hospital passes an unannounced state inspection, which lets it preserve funding for Medicaid and Medicare, retain its license and continue to admit new patients. The state also approves the correction plan St. Mary's developed after the accidental death of a 16-year-old girl last month.
DOWN: Halloween fee. Madison Mayor Dave Cieslewicz's plan to charge $5 admission to State Street on Halloween comes under more fire. Members of the UW-Madison student government and County Board Supv. Ashok Kumar pen a letter criticizing the plan, saying it punishes them and State Street residents for the actions of a few. They recommend that the mayor close down bars instead. Several State Street business owners also question the plan, worried that they'll lose customers.
