Up: Gov. Scott Walker. The Legislature gives the governor the power to block rules imposed by state agencies. Walker claims the new power will make Wisconsin more business-friendly. Minority leader Peter Barca (D-Kenosha) says, "It will limit our ability to perform our duty as a separate but equal branch of government."
Down: Women's rights. As state Republicans eye changes to health care laws by creating an insurance exchange, they want to make sure none of the plans offered will cover abortions. Emily Stewart, of Planned Parenthood Federation of America, tells The Capital Times that lawmakers "are trying to restrict a woman's ability to purchase with her own money the kind of health care coverage that will meet her needs."
