UP: Madison tech startups. Local entrepreneurs announce plans to turn the former Mautz Paint building on East Washington Avenue into StartingBlock, an 80,000-square-foot space for tech startups. DOWN: Wisconsinites. The Associated Press reports that the government is spending less per capita here than in any other state to publicize Obamacare. Gov. Scott Walker has refused to help the feds implement the new programs, meaning the state will get just $2.6 million of the $684 million in grants being spent nationally on outreach. About 10% of Wisconsinites are uninsured.
