UP: Maj. Gen. Marcia Anderson. Anderson, 53, became the second African American woman to earn a second star as a U.S. Army general. The promotion comes as Anderson moves to the office of the chief of the U.S. Army Reserve in Washington, D.C. When not on active duty, she lives with her husband, a Madison school district administrator, in Verona.
DOWN: R Place on Park. On a 15-2 vote, the Common Council revokes the liquor license for the Park Street bar. Police present evidence about police calls and violent incidents, but regulars testify that R Place is a community gathering spot for African Americans and others who enjoy music. Owner Rick Flowers threatens to sue the city. (See Andrew Averill's report.)
