UP: Mosquitoes. Recent heavy rainfall has been a boon to the little buggers. Their numbers are climbing, and so are fears of West Nile virus, which they spread.
DOWN: UW employees. In an effort to cut an annual $1 million budget deficit, the UW-Madison is considering charging employees $50 to $150 a year for bus passes, which they now get for free. Some fear the move will put more cars on the road. "If I had to pay for the bus, maybe more often than not I wouldn't take it," UW air pollution researcher Mike Olson tells the Wisconsin State Journal.
