UP: Neighborhoods. Mayor Dave Cieslewicz unveils a $238 million capital budget that includes $100,000 next year to plan new community centers and $3.5 million in 2012 to build them. The mayor also proposes spending $10.7 million over four years - half of it to be raised privately - on a public market near the proposed high-speed rail station downtown.
DOWN: Overture Center. The financially strapped arts center is facing a $200,000 to $400,000 budget shortfall for the 2009-10 season. The Madison Cultural Arts District hopes to plug this deficit through fundraising. "We can't cut expenses. We can't add shows," district treasurer Dana Chabot tells the Wisconsin State Journal. "Fundraising is the only variable."
