Dane County prosecutors charge Lutheran Bishop Bruce Burnside with three felonies - homicide by intoxicated use of a vehicle, homicide by negligent operation of a vehicle and hit-and-run causing death - for an accident that killed jogger Maureen Mengelt, 52, in Sun Prairie April 7. Burnside allegedly fled the scene after hitting her and was caught by citizens at a nearby gas station. His blood-alcohol level was allegedly 0.128%.

Gov. Walker approves new emergency rules - including a permitting requirement - governing protests at the Capitol and other state property. State Rep. Chris Taylor (D-Madison) tells the State Journal: "I think it makes a mockery out of our democracy, and it does not need to be this way."

Media report that Madison police sent letters to residents on Mifflin and Langdon streets telling them, "There will be no Mifflin Street Block Party on or around Saturday, May 4th in 2013." City officials later complain that the media mischaracterized their stance. "I just wanted to clarify that we, the city, are not canceling anything," Mark Woulf, the city's alcohol policy coordinator, tells The Capital Times. "We're taking the same approach we did last year, which was to react to the crowds."

The Legislative Fiscal Bureau releases an analysis showing that Madison schools could lose about $807,000 in state aid if the state expands the school voucher program. The program would shift about $8 million from nine districts.

Dean Health System and the owner of St. Mary's Hospital, which collectively employ almost 8,000 people in Wisconsin, announce that they will be merging.
Dane County Circuit Judge Stephen Ehlke sentences Randall Hubatch to two years in prison and three years of extended supervision for holding up a Madison credit union with a toy gun on Jan. 11. Hubatch tells the court he wanted to go to prison because he has $250,000 in debt and is in danger of becoming homeless. But he apologizes for traumatizing the bank teller.
A UW-Madison employee is killed when a loading lift falls on him at the Arts Loft Building, 111. N. Frances St. Officials are investigating.
