The Rev. David Szatkowski of Franklin is charged in La Crosse County Circuit Court with second-degree sexual assault of a child under the age of 16. While attending a conference in La Crosse earlier in the week, Szatkowski allegedly groped a 15-year-old girl downtown. The priest is not currently assigned to a parish.
The state Department of Administration announces that providing security during the protests earlier this year cost $8 million for services provided by more than 200 agencies. Here's a budget tip for Gov. Scott Walker: blocking access to the Capitol costs money.

The state Government Accountability Board releases a report on lobbying that shows WEAC spent $2.5 million in 2009 and 2010, more than any other group. Other top spenders include: the Forest County Potawatomi, the Wisconsin Insurance Alliance and Altria Client Services Inc., a tobacco company.

The Centers for Disease Control announces it is searching for the 50 passengers who were on an Aug. 5 flight to Atlanta, which was forced to return to Madison because a bat - or possibly a bird - was on board. The bat/bird eventually escaped, but officials are concerned it might have had rabies.
Dane County Circuit Judge William Hanrahan sentences Markis Terrell and Rufus Majette, both 24, to 16 years each for shooting another man in July 2010. The altercation occurred at an apartment complex on the city's north side after the injured man insulted Terrell's rapping ability.
The Dane County Sheriff's Office says that it has given its report about an alleged altercation between state Supreme Court Justices David Prosser and Ann Walsh Bradley to the Wisconsin Judicial Commission. However, the report has not been released to the public. The commission's inquiry into the charges is separate from a criminal investigation of the incident, in which Prosser is alleged to have placed his hands around Walsh's throat. Another account says he put his hands up to block Walsh, who was charging him.

The Wisconsin State Journal reports that UW-Madison is facing stiff competition in its search for a chancellor to replace Biddy Martin, with several reputable universities also searching for presidents.

Judge William Foust announces that Sauk County District Attorney Patricia Barrett has been appointed special prosecutor to decide whether criminal charges are warranted in the incident between Supreme Court Justices Prosser and Walsh.
The Wisconsin Education Association Council lays off 42 employees, or 40% of its staff, blaming the move on Gov. Scott Walker's union-busting legislation. A Walker spokesman says the governor had no comment, but we're pretty sure he was smirking.
A 37-year-old homeless man drowns while swimming with friends in Lake Mendota near North Henry Street. Police say the man had been drinking.
The UW-Madison is ranked 19th in a yearly study of world universities by Jiao Tong University in Shanghai. Harvard University placed first.

State Democratic Sens. Jim Holperin of Conover and Robert Wirch of Pleasant Valley defend their seats in a recall election. The two were among the Wisconsin 14 who fled the state in order to delay attempts by the Republican Party to pass a bill stripping union rights from state workers.
