Dane County Executive Kathleen Falk unveils a proposal to add seven positions and new software to the county's beleaguered 911 Center. Falk is offering $630,000 in new funding for the center, which had a budget this year of $5.4 million. The center has been under fire since spring, when an operator failed to respond to a call from Brittany Zimmermann's cell phone on the day she was murdered. The budget must be approved by the Dane County Board.
Anthony Hirsch, 32, of DeForest, is sentenced to four years in prison for having a sexual relationship with a 14-year-old student while he worked at La Follette High School.

The WiCell Research Institute says it has created a second stem cell bank for researchers. The new bank will store cells created from skin cells last year by UW researcher James Thomson. WiCell also houses the National Stem Cell Bank, the nation's only repository of the 21 stem cell lines the federal government will fund.
Verlyn and Judith Adamson reveal they hold all four winning lottery tickets for the SuperCash drawing. Each ticket is worth $350,000. After taxes, the couple will have about $995,000 in total. The Adamsons say they are seeking a patent for the mathematical equation they used to pick the winning numbers.
Dane County Circuit Court Judge Michael Nowakowski announces he will not seek re-election when his term expires next year, after 24 years on the bench.

UW-Madison ranks 35th out of 262 in U.S. News & World Report's annual list of the nation's best universities. UW is seventh on the magazine's list of the top 50 public schools. The magazine creates the list based on such data as student retention and resources for faculty.
8.25 Monday
Madison's Board of Estimates unanimously votes to double parking fines to $60 in the snow emergency zones downtown and on the isthmus. The board also triples fines to $60 for alternate-side parking elsewhere during snow emergencies. The Common Council must still approve the increases.
The Madison school board votes to place a referendum on the Nov. 4 ballot. The referendum would ask voters to approve a permanent tax increase. The district would exceed state revenue limits by $5 million next year, $4 million in 2010-11, and $4 million in 2011-12. The increase would raise taxes on a $250,000 Madison home by $27.50 the first year.

Three UW-Madison students are killed in a single-car crash on Midvale Boulevard. Police say the driver lost control of the car, and it struck a tree. The victims are identified as Lindsey Plank, 23, Daniel Myers, 22, and Richard Putze, 22.
