A federal judge upholds most of Gov. Scott Walker's contentious collective bargaining law, although he rules the state cannot prevent public employee unions from collecting voluntary dues through paychecks or require annual recertification.
The Government Accountability Board orders a recall election for Gov. Walker, Lt. Gov. Rebecca Kleefisch and four Republican senators, to be held June 5. The GAB ruled that recall petitioners collected almost 901,000 valid signatures, invalidating just over 60,000.
Milwaukee Mayor Tom Barrett announces he'll run against Walker in the recall election, setting up a potential rematch of the 2010 election.

The Wisconsin State Journal reports that black infant mortality in Dane County remained alarmingly high last year, at 16.7 deaths per 1,000 births. White infant mortality was 5.67 per 1,000 births. Black infant mortality declined steadily from 2002 to 2007 but has been on the rise since 2008, stumping officials.

The Omaha, Neb., school board does not select Madison superintendent Dan Nerad as its next superintendent. Nerad was one of three finalists for the job. He has announced he won't continue on in Madison after his contract expires in June 2013.

The State Journal reports that Madison is close to finalizing a deal with Urban Land Interests to purchase a 4.5-acre block on East Washington Avenue for a $32 million project that would bring high-tech jobs, housing and parking. If it is finalized, a $71 million mixed-use proposal by Metcalfe's Market would have to find another location.
