A Madison man becomes the ninth Dane County resident to die of a heroin overdose so far this year, surpassing the total from last year. The county is also on track to surpass last year's total of 61 nonlethal heroin overdoses.
The estate of Deshaunsay Sykes-Crowder, a 6-year-old girl who died in 2008 after being beaten by her aunt in Ohio, files a wrongful death suit against Dane County. It claims Dane County was wrong to place the girl with her aunt, Lynda Sykes, who had prior battery convictions. Sykes is now serving a 15-year prison term in Ohio for the death.

The state Supreme Court rules that private emails sent by government employees using government computers must be shielded from public view. Justice Pat Roggensack, in spirited dissent, says the ruling "contravenes Wisconsin's long history of transparency in and public access to actions of government employees."
Monday, 7.19
Madison police arrest Dandre White, 33, for allegedly driving a stolen taxi van. White was arrested after someone filled the tank at a gas station on Lake Point Drive and drove off without paying.
Gunfire outside Fitchburg's Ten Pin Alley wounds two teenage bystanders in a group caught in the crossfire. One bystander was shot in the leg and another was cut by glass from a car window that shattered.

A 45-year-old man is killed after a standoff with Dane County Sheriff's deputies in McFarland. The standoff began when police responded to a domestic incident and found a man in a basement on Broadhead Street. Deputies, fearing a suicide attempt, attempted to insert a camera into a window when the man allegedly opened fire and police fired back. It is not yet known whether the man shot himself or was killed by police.
Madison Mayor Dave Cieslewicz announces that the search for a new director of the Department of Planning, Community and Economic Development has failed to uncover any qualified candidates. The city will once again advertise for the position. In the meantime, the job is still being done by Mark Olinger, the longtime planning chief whom Cieslewicz is elbowing out; the mayor says Olinger "has been the consummate professional through all of this." Michael J. Benkert, 24, of Waunakee, dies in an early-morning crash at Williamson and Ingersoll streets on the east side. UW-Madison police had attempted to stop the vehicle earlier on West Johnson Street, but the motorist fled. A passenger is treated for injuries. Alcohol appears to have been a factor.
