Madison police apprehend 11 alleged Latino gang members and report them to federal Immigration and Customs Enforcement agents, who could deport them. Police believe the members were plotting to avenge the April killing of a fellow gang member. Critics allege police targeted Latinos unjustly.

The American Civil Liberties Union files a complaint with the federal government against the village of Shorewood Hills for rejecting a low-income housing development on University Avenue in February, claiming it violated fair housing laws.
The UW Foundation, which built Hilldale mall, sues Joseph Freed and Associates, which bought the foundation's stock in the mall, for failing to make interest payments on two promissory notes. The mall already faces foreclosure.

Robert D. Rickaby, 22, of Portage, is charged with seven counts of sexual assault for groping women downtown earlier in the week. Dane County Court Commissioner Todd Meurer orders Rickaby to stay out of the city except for court dates or to meet his lawyer.
The Wisconsin Supreme Court temporarily stops enforcement of a new rule requiring groups that take out "issue ads" to disclose where they get their money from. Several lawsuits are pending.

About 2,000 people visit Madison Children's Museum for the grand opening of its new location, 100 N. Hamilton St., just off the Capitol Square.

Lonnie Johnson, 51, an inmate at the Dane County jail, apparently kills himself using a sheet. Johnson had been charged in June with subjecting an at-risk individual to abuse, causing bodily harm, and disorderly conduct. The last suicide in the jail was in January 2005.

President Obama visits Menomonee Falls to promote the green business ZBB Energy Corp. and help fundraise for Tom Barrett, Democratic candidate for governor.
The UW releases a plan seeking an extra $83.6 million in tax money and tuition. It plans to boost enrollment by almost 6,000 students, hire additional instructors and advisers and provide more grants to middle-income families.

Zachary A. Czerkas, a 19-year-old UW student trying to raise money for school, pleads guilty in federal court to involvement in a marijuana-growing operation on Madison's southeast side. He faces five to 40 years in prison. Co-defendant Curtis J. Faustich, 23, also a student, pleaded guilty in June.
Adam Burish, a former UW-Madison hockey player, shows off the Stanley Cup, which he won with the Chicago Blackhawks in June, around the Madison area.
Charles Carnell, 33, is charged with reckless endangerment. Carnell was operating the ride at Wisconsin Dells' Extreme World last month when 12-year-old Teagan Marti was severely injured because the nets were not properly deployed.

The State Journal reports that the Madison Police Department is seeking funding to add 20 police officers in 2011. But the budget request is a tough sell in this economy, says Mayor Dave Cieslewicz: "Is it possible we'll add some? Maybe."
