The Dane County Board votes against holding a referendum this April on a Regional Transit Authority. The board will wait until after the state Legislature gives the county authority to create an RTA, with its own taxing ability.

The UW Board of Regents approves a plan to pay the new UW-Madison chancellor between $370,000 and $452,000. Outgoing Chancellor John Wiley makes $327,000, about $90,000 less than other chancellors at similar universities.

Erich Wegenke, an eighth-grader at Holy Cross Lutheran School, wins the Madison All-City Spelling Bee. Wegenke correctly spells "fistiana," which means the world of boxing. He now heads to the state spelling bee, held on March 8.

Timothy Brekke, 37, of Waunakee, is found lying in a fetal position in the middle of Highway 113, an apparent hit-and-run victim. He remains at UW Hospital in critical condition, with numerous injuries including severe frostbite.

Scientists from the University of Illinois lower a prototype for a remote-controlled underwater robot through the ice of Lake Mendota. The robot could someday be used by NASA to explore Europa, the ice-covered moon of Jupiter.
Three local nursing homes make a federal list of facilities with chronic problems. Middleton Village and Nursing Rehabilitation and Willows Nursing and Rehabilitation in Sun Prairie are cited for the second time, while Columbus Nursing and Rehabilitation Center is new to the list.

The Capital Times reports on a plea deal reached by Eugene Zapata, 69, in the 1976 death of his wife. It says Zapata will face only about three years in prison, but must give details about his wife's death, including what happened to her body, which was never found.
