The University of Wisconsin announces that, in the wake of a new state law permitting concealed weapons, it has revised its gun policy. Guns are currently banned on all campuses. When the new law takes effect Nov. 1, the guns will be allowed on campus but forbidden inside buildings on any of the system's 26 campuses. They'll also be barred in Camp Randall.
State Supreme Court Justice David Prosser agrees to recuse himself from a case that his campaign attorney is involved in. For months Prosser had insisted he could remain impartial in the case, brought by tea party groups claiming new regulations on campaign financing violate the First Amendment.

The U.S. Centers for Disease Control reports that a 70-year-old Wisconsin man died from rabies last year, after catching the disease from a bat. Officials did not say where the man had lived or was treated. He did not report being bitten. It's the third known rabies case in Wisconsin since 2000. All three victims contracted the disease from a bat and only one survived.
Dane County Circuit Judge Julie Genovese sentences Keandre Frazier, 19, to 22 years in prison for stomping 16-year-old Lorenzo J. McKittrick to death last year behind a Fitchburg shopping plaza.

Fire damages two small private schools, Madinah Academy of Madison and Greenway Crossing Montessori School, both at Greenway Plaza, 1325 Greenway Cross. Other businesses in the building were also closed. The schools are looking for temporary space until they can be reopened.
A fire ignites the Caracas Empanadas food cart at Taste of Madison on the Capitol Square. Although the food cart was heavily damaged, no one is injured.

U.S. Rep. Tammy Baldwin (D-Madison) officially announces she's running for the U.S. Senate seat currently held by Herb Kohl, who won't run for reelection next year.
A criminal complaint is filed against Veronica King and her son, Steven King, for allegedly failing to do anything after Mary Coleman fell in Veronica King's house on Whenona Drive in May 2009. Coleman lay on the floor, talking occasionally until her death two days later. "I told her quite frankly to shut up because that old woman in the backyard" would call the police, Steven King allegedly told investigators. After Coleman died, the two hid her body in the basement.
Larry Weiss, a member of the Stoughton City Council, dies at 74.
State Supreme Court Chief Justice Shirley Abrahamson proposes a series of changes to how the court operates, including opening its deliberations to the public and having an outside body determine when justices should recuse themselves. She seeks to "repair damage" to the institution, writing: "We should be, above all, a place where disputes are resolved - openly, civilly, professionally - not where they are created."

Democratic state Reps. Mark Pocan and Kelda Helen Roys announce they're running for Tammy Baldwin's congressional seat, which she'll vacate to run for U.S. Senate.
