Madison police officer Stephen Heimsness shoots and kills musician Paul Heenan after being called to South Baldwin Street for a burglary in progress. Police say Heenan lunged at the officer and reached for his gun.
Occupy Madison residents, ordered to leave a vacant lot in the 800 block of East Washington Avenue, set up camp at Lake View Hill County Park on Northport Drive. Police say that although camping at the park violates ordinances, it "presents no immediate public safety issues."
State schools superintendent Tony Evers announces a plan to overhaul Wisconsin's school funding formula, providing an extra $615 million over the next two years. Evers proposed something similar in his 2010 budget, but Gov. Scott Walker and the Republican-controlled Legislature instead cut school funding by $792.2 million.

Occupy Madison members defy an order to break up their camp at Lake View Hill County Park by noon because they do not have a camping permit. Occupy camper Franjo Majstoric tells The Daily Cardinal: "We really have nowhere else to go that's any different than this site."
The Wisconsin Law Enforcement Association sues the state over Gov. Walker's collective bargaining law. In September, a Dane County judge invalidated parts of the law in a lawsuit brought by teachers and city workers.
