Public hearing on two emergency rules, WM-04-15(E) related to establishing an early duck season for teal-only and the hunting regulations for teal and mourning doves and WM-05-15(E) related to establishing migratory bird hunting seasons and regulations. Both proposals would revise Ch. NR 10, Wis. Admin. Code.

Emergency rule order WM-04-15(E) related to teal and mourning dove hunting took effect upon publication in the official state paper on August 30, 2015. Emergency order WM-05-15(E) related to migratory bird hunting regulations also took effect upon publication in the official state paper on August 30, 2015. These rules revise migratory bird hunting seasons and regulations in response to revisions to a federal framework established by the U.S. fish and wildlife service. Natural Resources Board order WM-04-15(E) establishes a seven day season beginning on September 1 and a six bird daily bag limit for a new, teal-only hunt. The rule extends the mourning dove hunting season from the current 70 to 90 days. The hunting hours for teal during the teal-only season shall begin at 9:00 a.m. on the first day and sunrise on following days. Hunting will end at 7:00 p.m. each day. Board Order WM-05-15(E) eliminates the 9:00 opening time of shooting hours for ducks and geese on the first day of the regular duck hunting seasons so that hunting begins 30 minutes before sunrise. The duck season in the Mississippi River Zone is modified. In the Horicon Canada goose management zone, the season harvest limit for Canada geese is increased from six birds to 12.
