Liberals tend to see a reasonably effective way to keep those who are down on their luck from becoming malnourished, homeless, or suffer untreated illnesses while they get back on their feet. Conservatives tend to see bloated, tax-hungry government programs that sap the motivation and independence of recipients in attempting to solve problems that are better suited to churches, charities, family, and neighbors. This debate recently played out in Wisconsin as the Legislature passed, and Governor Walker signed in April, stringent new requirements including an increase from 20 to 30 hours of work per week, application of this work requirement to parents for the first time, and drug testing. Is there common ground?
