UP: Alonzo Cushing. U.S. Sen. Russ Feingold nominates the Wisconsin Civil War hero, who died at Gettysburg in 1864, for the Medal of Honor for his battlefield bravery. If picked, Cushing would be the 62nd person from Wisconsin to receive the honor.
DOWN: Wisconsin schools. The state loses out on the first round of the federal Race to the Top funding. It applied for $254 million, including $8 million for Madison, but was not among the 16 finalists announced last week. Federal officials don't say why Wisconsin didn't make the cut, but Gov. Jim Doyle blames the Milwaukee school board and state Legislature for failing to enact reform.
