UP: Bill Clingan. After being spurned by the Madison business community as the city's new economic development director, Clingan takes a job at a nonprofit in Milwaukee. A former Madison school board member and division administrator for the state Department of Workforce Development, Clingan will now be a deputy vice president for UMOS, an advocacy group for migrant workers.
DOWN: Victor Arellano. The Madison attorney is under investigation by state regulators after three former clients accuse him of misconduct. The clients include Marilyn Figueroa, who hired Arellano in her sexual harassment case against former Milwaukee Mayor John Norquist. Figueroa says Arellano started a sexual relationship with her while she was his client. Two other women say Arellano had romantic relationships with them and turned against them when the relationships ended. Arellano says he's the target of "vicious attacks."
