California requires its farmers to sell milk to cheesemakers for less than they charge others, and dairy farmers would like to end the practice.
DOWN: School vouchers. Two key Republicans, Senate President Mike Ellis (R-Neenah) and Sen. Luther Olsen (R-Ripon), say they'll oppose any expansion of the controversial voucher program, unless local residents approve it in a referendum.
