UP: Deadbeat parents. Gov. Scott Walker's proposed budget hurts lots of groups, but it would benefit deadbeat parents, with cuts to a program that collects child-support payments from absent parents, usually fathers. The state purportedly collects $7 in child support for every dollar spent. And for every dollar cut, the state loses nearly $2 in matching federal funds.
DOWN: Scott Walker. The federal government rejects the governor's request for $150 million to upgrade train tracks between Chicago and Milwaukee. In January, Walker turned down $810 million to build a high-speed rail line from Madison to Milwaukee, including money for this upgrade. Apparently, the gift horse he looked in the mouth can kick.
