DOWN: GOP lawmakers. On Wednesday, Dane County District Attorney Ismael Ozanne files a complaint against legislators including Jeff and Scott Fitzgerald for violating the state's Open Meetings Law in passing Gov. Scott Walker's anti-union legislation without giving proper notice. His complaint seeks to enjoin the law from being published pending the resolution of these issues.
DOWNER: Clean water. Gov. Walker's proposed budget would reduce standards for phosphorus and eliminate municipal stormwater standards that regulate pollutants running off into streams and lakes. Todd Ambs, former head of the state Department of Natural Resources, says the changes could put Wisconsin in violation of the federal Clean Water Act.
UP: Skylar Grey. The 25-year-old Mazomanie native saw her star brighten after performing with Dr. Dre and Eminem last month during the Grammys and singing last week on American Idol. For a brief period, she was the number-two trending topic on Twitter, ahead of even Egypt.
UPPER: Gov. Scott Walker. The guv jams his thumb in the eye of public employee unions, when the union-busting part of his "budget repair bill" is split off and passed. Legal challenges notwithstanding, Walker seems to have won this round; but quite a lot of people - as in hundreds of thousands - are determined to see that he lives to regret it.
