DOWN: Dane County. For the third time in two years, the state of Wisconsin faults county Human Services for its actions and inactions in the death of a child. The girl, Amaya Walker, died at age 3 last February after ingesting some of her grandmother's illegal drugs.
DOWNER: Dane County. Circuit Court Judge Richard Niess rules that the county must pay upwards of $100,000 in legal fees incurred by media groups who successfully fought its wrongful denial of records regarding Brittany Zimmermann's mishandled 911 call.
