UP: Gubernatorial power. On Monday the state Assembly falls six votes short of overriding Gov. Doyle's veto of a bill that would have stripped his power to appoint Department of Natural Resources secretaries. Doyle says having this power (which he opposed prior to taking office) has helped the state take "the most effective steps to streamline regulations, while maintaining the highest environmental standards."
DOWN: Johns and sex workers. Madison police officer Jeff Pharo infiltrated an online prostitution forum. Pharo used the site to compile a compendium of local streetwalkers, pimps and johns, which led to 57 arrests over eight months.
