UP: Gun owners. The state's new concealed carry law went into effect Tuesday, allowing residents to get a permit to carry a concealed weapon. State Attorney General J.B. Van Hollen gets the first permit. The state also approves carrying concealed weapons in legislative sessions at the Capitol. Because you never know when you might need to shoot your way out of there.
