UP: Independent Living. The Madison Community Foundation and an anonymous donor fill a $30,000 budget gap for the nonprofit group's eviction-prevention program for low-income seniors. The gap was created when Dane County decreased its annual allocation to the program.
DOWN: Plastic bag wasters. A city law requiring the recycling of plastic bags takes effect, creating fines of $100 to $400 for throwing out clean plastic bags. But city recycling coordinator George Dreckmann says the city doesn't plan to issue any fines: "The idea behind making it a mandate was to raise the awareness and to get people to do it."
