The justice system is not perfect, but honorable people like Schwaemle serve it well.
DOWN: Madison Police Department. Veteran officer Thomas Kiesow receives a 10-day unpaid suspension for an October incident in which he allegedly drove drunk while off-duty. Sgt. Phil Moore, who had stopped Kiesow, gets a letter of reprimand for not detaining him or giving a sobriety test upon smelling alcohol on Kiesow's breath.
