UP: Library users. The Madison Public Library is starting Yahara Music Library, allowing patrons to stream or download selections from local music CDs. Artists whose CDs are in the collection are paid $200. Musician Stephanie Rearick tells the Wisconsin State Journal: "It's really nice to have a public institution showing appreciation of the local music scene, and very nice to be offered what feels to me to be a fair price for licensing."
DOWN: Brett Hulsey. The Democratic state representative who's running for governor is denied a speaking slot at the state Democratic convention in June. Hulsey has been outlandish in his campaign against Democrat Mary Burke; he announced he would hand out Ku Klux Klan hoods at the state Republican convention earlier this month (a tactic he later decided against). Hulsey tells the Associated Press: "When you put me up next to Mary Burke, it's clear she's not a real Democrat, she's not ready for prime time."
