UP: Owl Creek neighborhood. A new bus route begins serving the isolated Owl Creek neighborhood on the city's southeast side. The route was established in part because of a petition drive spearheaded by high school students living in the area. Al Moore, a sophomore at La Follette High School, tells the Wisconsin State Journal: "It means a lot to me because we worked really hard for this."
DOWN: Tenant Resource Center. Lynn Green, executive director of Dane County Human Services, proposes cutting all of its funding to the Tenant Resource Center in the 2014 budget. The $95,000 makes up 40% of the agency's annual budget.
