UP: Paul Ryan. A new Public Policy Poll finds Wisconsin Republicans prefer U.S. Rep. Paul Ryan (R-Janesville) as a presidential candidate in 2016 over Gov. Scott Walker by 27% to 14%. Poll director Tom Jensen tells the Milwaukee Journal Sentinel: "There's so much more enthusiasm for Ryan as a presidential candidate than Walker. It's interesting. Not only is Ryan the top choice among Republican voters, he does better against Hillary Clinton in a general election."
DOWN: Department of Health Services. A federal audit finds the state agency did not adequately document nearly $23 million it charged the federal Medicaid program for mental health services for young people from Oct. 1, 2004, to Sept. 30, 2006. The audit recommends Medicaid seek reimbursement for $22.8 million in charges.
