DOWN: State employees. Gov. Scott Walker proposes freezing state employees' pay and creating a new merit system allowing Office of State Employment Relations director Greg Gracz to decide on raises. Critics like Marty Beil, director of the Wisconsin State Employees Union, say the new system would allow the administration to play favorites. "What does Greg Gracz know about the guy who works second shift in a prison?" Beil tells the Wisconsin State Journal. "They can play footsie with their favorites without knowing whether someone deserves merit pay or not."
