First lady Michelle Obama campaigns for Mary Burke, Democratic candidate for governor, at the Overture Center, urging college students to get out and vote. She tells the crowd: "For our young people, more than anyone else, this election is about you."
Mayor Paul Soglin unveils his proposed operating budget, which calls for raising property taxes 2.2%. The $282.9 million budget includes funding for a net 34.8 new positions, including 13 people to deal with the emerald ash borer and three police officers.

The Capital Times reports that Gov. Walker has spent nearly $1 million on travel in the past three and a half years, including more than $460,000 on flights this year. The trips aren't tax-funded, but U.S. Rep. Mark Pocan (D-Madison) complains that Walker is simply absent. "Scott Walker has been running for president since day one."
