Two UW-Madison dorms are locked down after a man with a gun robs nearby Fraboni's Deli on Regent Street during the lunch-hour rush. Marcus Chavous, 46, of Madison, is arrested an hour later at a UW administration building on Park Street.

A man with a gun robs Selective Video II on Madison's east side. He fires a shot inside the store, though not directed at the clerk, and makes off with an undetermined amount of cash.

County Exec Kathleen Falk unveils a $460 million budget for 2008, despite not knowing how much the final state budget will give Dane County. If the budget is approved by the Dane County Board, property taxes will increase 3.3%. The budget will end shipping inmates to jails in other counties, saving $2 million. Falk also proposes spending $5 million to purchase parkland, $500,000 to expand the Early Childhood Initiative beyond Allied Drive to two new neighborhoods, and $100,000 to maintain motel vouchers for the homeless.
About 200 people attend a neighborhood meeting on crime on the southwest side. The residents complain about juveniles committing crimes and a lack of police response.

Madison Mayor Dave Cieslewicz presents his $224 million operating budget. If approved, the budget would increase property taxes on the average Madison home, valued at $246,062, by $63.12. Cieslewicz's budget includes hiring 30 new police officers, 14 new firefighters, and spending $100,000 to continue the Downtown Safety Initiative.
Prosecutors announce they will retry Eugene Zapata, 68, for the murder of his wife, Jeannette, 31 years ago. Zapata's first trial last month ended in a hung jury. Jeannette disappeared in 1976, and her body has never been found.
