The report, by a consultant from Spokane, Wash., says the center is too concerned with covering its operating expenses and needs to improve its marketing relationship with the Greater Madison Convention & Visitors Bureau.
Deputies at the Dane County jail stop a 20-year-old inmate from attempting to hang himself with his pants. The Sheriff's Office won't identify the inmate, but his description - from Stillwater, Minn., and charged with first-degree intentional homicide - fits that of Adam Peterson, the man accused of killing Joel Marino in January.

Andrew Clark, 34, of Madison, pleads no contest to charges that he broke into the homes of two women last year, sexually assaulting one. He faces 133 years in prison.
U.S. Rep. Tammy Baldwin (D-Madison) votes in favor of a $700 billion bailout plan for the nation's failing financial system. But the measure is defeated by the House of Representatives, 205 to 228. Baldwin says the bill was flawed, but "We needed to take responsible steps given how dangerous the economic situation is right now."
The Community Development Authority approves plans for a new, $2.8 million headquarters for the Urban League of Greater Madison. The building will be located on the Villager site, which the CDA is redeveloping.

Julie Alt, 51, of Madison, is charged with second-degree sexual assault for having sex with an inmate at Oakhill Correctional Institution while she was a guard there. She is also charged with trying to intimidate the 26-year-old inmate into changing his story.

Dane County Executive Kathleen Falk introduces her $450 million budget for 2009. The budget would raise county taxes on the average Madison home, valued at $248,000, by just $2.13, to $587.76.
