The Legislative Fiscal Bureau reports that the state's revenue projections are up by $500 million through June 2015. Republicans cheer the news but don't plan on spreading the love. "We're not going to be spending it willy-nilly," says Sen. Alberta Darling (R-River Hills), co-chair of the Legislature's budget committee.
Harrison Schmitt, an adjunct professor of engineering at the UW-Madison and a former astronaut who walked on the moon, co-publishes a column in The Wall Street Journal arguing that more carbon dioxide is good for the planet, because it will increase plant growth. Jack Williams, director of the UW's Nelson Institute Center for Climatic Research, criticizes the piece for ignoring the negative effects of more CO2.

David Luettgen, a blind 30-year-old homeless man known as "blind Dave," dies at a downtown homeless shelter. The cause of death is not immediately known, but is not considered suspicious.

The state's Joint Finance Committee approves a rule change that would require the unemployed to double the number of job searches they do each week (from two to four) in order to collect unemployment benefits. If the requirement becomes law, Wisconsin would be one of only four states that require that many searches. State Rep. Cory Mason (D-Racine) says: "I don't want us to fool ourselves into thinking that the reason people are on unemployment insurance is because they're not looking for a job."
The state Department of Health Services faults the Four Winds Lodge in Verona for failing to check on 93-year-old resident Edna Biederman, who froze to death outside the facility in March. Biederman had Alzheimer's disease and had displayed "exit-seeking behavior" three days prior to her death. But she was not given an alarm bracelet, and staff missed required bed checks. The state cites Four Winds and fines it $845.
