The problem-plagued agency has been without a leader since David Denig-Chakroff left in August. Cieslewicz says while the three finalists for the job were good, he wants someone special. The UW-Madison's Advertising Project releases a study that shows the four top presidential candidates spent a combined $2.1 million on television ads for the Wisconsin primary. Democrat Barack Obama spent $1.5 million, five times as much as Hillary Clinton, who spent $300,000. Republican John McCain spent $180,000, while Mike Huckabee spent $150,000.

Percy Julian Jr. dies in Madison at age 67. Julian, a prominent civil rights attorney, defended UW students charged in the demonstrations against Dow Chemical in the late 1960s.
About 100 people gather for a candlelight vigil in front of Joel Marino's house on the south side. The 31-year-old neighborhood activist was stabbed to death nearly a month ago. Police now have a suspect in the case - a white man in his 20s who was seen in the area on the day of Marino's murder.
Troy Brusky, 23, of Pulaski, grabs on to the rear spoiler of a car when the driver attempts to flee the scene of an accident after hitting a pedestrian on University Avenue. The car drags Brusky for two blocks, until a police officer arrests the driver, Oscar Naxi, 21. The pedestrian suffered non-life-threatening injuries.
Madison police respond with lights flashing and sirens wailing to a potential hostage situation at a vacant store on Monroe Street - only to find out it was actors from Strollers Theatre rehearsing a play. Oops.

More than 100 people pack a meeting of Dane County's Public Protection and Judiciary Committee. Most object to Sheriff Dave Mahoney's policy of notifying federal authorities of illegal immigrants in the Dane County Jail, often to be deported once their jail term is over. Supv. Ashok Kumar says Mahoney is violating a county ordinance that bans law enforcement from asking about a person's immigration status.
UW-Madison's pioneering stem cell researcher James Thomson becomes the first scientist named to the Morgridge Institute of Research, the private arm of the Wisconsin Institutes for Discovery.
2.26 Tuesday
Gov. Jim Doyle announces that portions of a new movie starring Johnny Depp will be filmed in the state. Doyle says the producers of Public Enemies, about an FBI manhunt for a bank robber in the 1930s, were lured to Wisconsin with tax credits.
The Madison Common Council passes a measure to give the city more say over the budget of the Community Development Authority.
