The park commissioners hold a special meeting for a presentation on plans to update Olbrich Park. City staff will present Olbrich's 20-year master plan, a review of development plans for the Garver Feed Mill and an overview of comments from previous public meetings.

The various Dane County committees begin reviewing County Executive Kathleen Falk's $450 million budget for 2009. Most of the wheeling and dealing on the budget occurs in committee, not before the full County Board, so this is where the action is. Health and Human Needs oversees half the budget. The county's overworked social workers are expected to make a plea for more funding. Falk has proposed hiring 2 more social workers in 2009, but the union says that won't be enough.

The committee begins discussing amendments to the 2009 budget for the airport, zoo, Alliant Energy Center and other county facilities.

Mayor Dave Cieslewicz gives a brief overview of his 2009 operating budget. He wants to raise Madison Metro cash fares by 50 cents to $2, limit pickup of large trash items, cut funding for neighborhood planning grants and eliminate funding for Madison's sister-city program.

The council will discuss a proposal to double parking fines in a snow emergency zone to $60 and triple fines for violating alternate-side parking, to $60.
The council will also receive a letter from state Rep. Sondy Pope-Roberts, about the recent incident in which a bicyclist was ticketed after being doored by a parked car. Pope-Roberts suggests the council take a look at a proposed ordinance in the city of Chicago that would fine anyone opening a door into traffic $150.

Referendum Information Session

Sherman Middle School
The Madison school board holds its first informational session on a referendum to exceed state spending caps. The school district wants to raise an additional $5 million in taxes during the 2009/2010 school year, an additional $8 million in 2010-2012. The referendum will be on the Nov. 4 ballot.
