A special agent (Dwayne Johnson) asks a fugitive (Vin Diesel) to help him take down the leader of a vehicular-warfare gang in exchange for a pardon. Director Justin Lin understands the types of crazy stunts the audience wants to see, but he doesn't assemble the action sequences in a way that makes sense.
