UP: Capital Area Regional Planning Commission. The commission gets a reprieve from Dane County Executive Joe Parisi. Parisi's predecessor, Kathleen Falk, recommended dissolving the commission, which is charged with managing growth.
DOWN: Wind farms. In the past six months, three wind-farm developers have stopped operations in Wisconsin because of uncertainty about new restrictive regulations being considered by Gov. Scott Walker. The proposed wind farms were worth a combined $600 million and would have created more than 1,100 jobs. Too bad Wisconsin is closed for business.
Downer: Wisconsin Supreme Court. The deeply divided high court loses all appearance of decorum after a report emerges that conservative Justice David Prosser put his hands around liberal Justice Ann Walsh Bradley's throat in a June argument. Different accounts of the spat emerge, variously portraying Bradley or Prosser as the aggressor.
