DOWN: Downtown venues. A few days after Café Montmartre closes its doors, the venerable Cardinal Bar announces plans to do the same. Cardinal manager Corey Rogers blames city policies including the smoking ban and calls the economic downturn "the nail in the coffin." But don't be surprised if the Cardinal comes back from the dead.
