UP: Breast-feeding moms. A new Dane County ordinance protects mothers who breast-feed their babies in public. Under the ordinance, harassing a mother in the act could draw a $100 fine. Detractors see the measure as a 'feel good' ordinance that is impossible to enforce, but Supv. Carousel Bayrd, the ordinance's sponsor and a breast-feeding mom herself, sees a need for the law. The Madison Common Council and the state Legislature are expected to consider similar bills.
DOWN: Huber Center. After weeks of controversy, Dane County effectively kills a proposal to build a new, 448-bed jail in a troubled neighborhood on Madison's south side. Madison Mayor Dave Cieslewicz and other city officials vowed to fight efforts to rezone the area to allow the work-release jail to be built there, saying the south side has enough crime and other problems. County officials are now discussing alternatives to building a new jail, including increased electronic monitoring of prisoners at home.
