UP: Early Childhood Initiative. Gov. Jim Doyle proposes $1 million in his budget to expand Dane County's program to help low-income families. The program, which began in the Allied Drive neighborhood, offers families with children under age 4 parenting classes, job training and other services. Doyle hopes it can become a statewide model. His budget must still be approved by the state Legislature.
DOWN: Santiago Rosas. The Madison alder's proposal to hold an advisory referendum on streetcars on April 3 ' decried as premature and an attempt to use the issue to influence electoral contests ' is soundly rejected by the Common Council, 16-1. The council instead is considering Mayor Dave Cieslewicz's plan to hold a binding referendum on the streetcar issue once a feasibility study with cost estimates and potential routes is finished.
