When a Madison Police officer shot and killed a young, unarmed, minority man on March 6, the city was thrust into the middle of a national debate over when and why police use deadly force. Joe Tarr reported in last week’s Isthmus that Madison Police Chief Mike Koval wants to improve training and reduce violent encounters, but does not believe the city should change the legal standards for when officers can use deadly force.
