UP: Attic Angel Prairie Point. A Dane County judge rules that the senior housing complex on Old Sauk Road is exempt from property taxes and the city must refund it $385,400. The school district, county and Madison College must refund another $424,600, combined. The city - which argues the 33 parcels are high-end housing, not a "benevolence association" - will appeal the decision. However, Mayor Paul Soglin proposes the city refund the money now, to avoid interest costs if it loses.
DOWN: Gov. Scott Walker. Dane County Circuit Judge Amy Smith overturns a law that gave the governor oversight of the state superintendent of public instruction, whose duties are spelled out in the constitution. "Administrative rule-making is an important way in which a superintendent exercises his or her constitutional authority," Smith writes. The ruling continues a string of decisions overturning Walker's laws, including the restrictions on public employee bargaining rights and photo ID requirements for voting.
