UP: David Erwin. The Department of Administration temporarily moves Capitol Police Chief David Erwin to a fake job and then back to his real one in order to give him an 11.7% raise, bringing his salary up to $111,067. No word on when the DOA plans to fill that fake job.
DOWN: Michael Kienitz. U.S. District Judge Stephen Crocker rules that the use of Mayor Paul Soglin's official photograph on a 2012 Mifflin block party T-shirt (with the words, "Sorry for Partying") did not violate the copyright of Madison photographer Michael Kienitz. Kienitz sued the company that made the T-shirts, but Crocker rules that use of the image, taken from the city's website, constituted fair use, writing the creators used the image "for diametric purposes of sophomoric humor and political critique."
